Yes. OpenCues is free, open-source software (Apache-2.0) with no account, no subscription, and no servers of its own. The only money involved is your own model usage with the provider you choose, and several of them have generous free tiers.
What the costs actually look like
Cerebras (the recommended default) and Groq both have free tiers that comfortably cover typing-speed usage; setting both keys gives automatic failover between them. If you already pay for Claude or OpenAI, OpenCues can route through those subscriptions. And with Ollama, everything runs on your own machine for nothing.
No monetisation angle
There's no premium tier, no telemetry to sell, and no hosted service: OpenCues is an open standard plus reference software, maintained as a community project. The code and the spec are public on GitHub.
